[Iana-transition] NRO Proposal for consolidation of RIR regional inputs into single ICG response

Folks - 

The NRO has issued the following proposal for a process to finalise the transition proposal 
from the numbering community.

The proposed CRISP team will include 3 members from each region (2 community members 
and 1 RIR staff per region.)
