An RWHOIS Identifier

During the recent Public Policy/Member Meeting, it was suggested that the
RWhois server no longer be identified in the 'Public Comments' section,
but have a specific identifier.  

ARIN Engineering fully supports the idea behind this, but will be unable
to implement this for the June release and will include it later as part
of the RWhois enhancements currently underway.
