The  NANP (North American Numbering Plan) (1+) covers North America as
well as the most of the Caribbean Islands as listed below.  It should be
the responsibility of the person submitting the contact information to
include either the 1 or 011 contact number.  ARIN should not have to
take time to figure out if the number lies within the NANP or if the
number is an international number.  I think it would be wise to list
either the 1 or 011 for contact numbers as ARIN's regions covers the
North America Numbering Plan as well as international numbers.
