[arin-tech-discuss] OT&E Refresh Rescheduled for August and September

Due to unforeseen circumstances, our office move has been postponed by a week. This means that the OT&E data refresh and code update that was originally moved to 15 August will now be moved up a week to 8 August. The September refresh should still be on the 12th.
