That was not delegated under _either_ an ISP/LIR policy   OR an
End-user policy.

There should probably be a simple form for changing a network type
from end-user assignment into an allocation or vice-versa;   if the
allocation is not legacy,   that might result in application of a
different fee schedule  and justification requirements though,

and requesting such a change would essentially be evidence that usage
of the network changed  from the expected usage that was provided in
the past to justify delegation of the network by ARIN.
