[arin-tech-discuss] How do I know an ip should be REALLOCATE or REASSIGN?

I have an ip 22.214.171.124 that I want to assign. But when I url https://www.arin.net/rest/net/NET-216-206-0-0-1/reassign?apikey=API-????-????-????-???? And <netBlock><type>S</type><startAddress>126.96.36.199</startAddress><cidrLength>29</cidrLength></netBlock>. I got an error 400. But if I use https://www.arin.net/rest/net/NET-216-206-0-0-1/reallocate?apikey=API-????-????-???? And type is "A" everything works fine. So my question is how do I know that ip should be REALLOCATE or REASSIGN? Which field tells me it should be A or S after I search on http://whois.arin.net/rest/ip/188.8.131.52?
