[ARIN-Suggestions] New ACSP 2019.15: Method of Remote Participation

On 8 June, we received a new suggestion, numbered 2019.15 upon confirmed
receipt, that ARIN change back to IRC for remote participation at ARIN
meetings. Staff is reviewing this suggestion and will issue a formal
response once analysis is complete.

Description: Revert from Slack back to IRC for remote meeting
participation (or allow IRC as an alternative) to enable IPv6 remote
participation.

Value to Community: IRC enabled remote participation via both IPv4 and
IPv6. Slack is currently IPv4 only. Per the closing of 2019-13, ARIN has
a stated goal of supporting both IPv4 and IPv6 as long as both are in
common/widespread use. Using Slack (only) is in violation of that stated
goal.
