The aggregation comes from ISPs aggregating customers. The RIR system
exists to vet ISP requests and do block allocations so that ISP prefixes
aggregate.

This is why we have PA address space.

Not necessarily.  It implies that there is an abstraction boundary
(possibly removed from the body itself) where routing information
aggregates.  People can cooperate if we let them.

Standing in California, I can point east and say New York is that way.  I
don't need more specifics or even know about which transit provider gets it
there if I am far away from where the paths diverge.


Does any part of the free world work like that?



This is exactly how the space agencies would like to operate.  The path to
Mars is through the Deep Space Network. That will route to the satellite
relays, which then have more specifics pointing to specific rovers.
