What universe are you living in?
Can you point to any level of aggregation in the global table provided by 
the RIRs?  Aggregation is possible when one or few transit networks 
provide connectivity (and IP address resources) to many smaller networks.

One prefix per celestial body implies each body will have one transit 
provider as the gatekeeper for all traffic to/from that body.  Does any 
part of the free world work like that?  If there is only one transit 
provider per celestial body, then it's up to them to manage IP space for 
that body and to provide aggregation, or not.  Which RIR assigns that 
IP space won't matter.
