This is strategic. If we can get the correct policies and practices in place, we can get aggregation to be the natural and normal routing architecture for outer space. This will keep routing efficient, even as space deployments continue to scale into human colonization.
AFAIK, there are no other practical ways. There is no policy for addressing in outer space. Relying on agency local RIRs results in diverse allocations and no aggregation.

I concur that demand will not be high for now. It will take a long time for us to get off of this rock.
