Why is this so critical and why can't it be done through other practical 
ways that don't involve changing stuff related to RIRs Policy ?

Even so if this is somehow critical, it may be done via other mechanisms 
inside the already well established RIRs, like a specific pool for 
example, in the end the demand for this won't be that high.
