[arin-ppml] Request for Comment & Feedback: ARIN Draft Policy 2026-3 NRPM Section 6.4.1 Retirement

The RSA is a business contract between ARIN and its members; the NRPM is
a statement of community intent. I do not support this policy as
written, and would not support it unless a more general statement
addressing number resources not being property were added to section 1.
