[arin-ppml] Advisory Council Meeting Results - October 2025

In accordance with the Policy Development Process (PDP), the Advisory Council met on 31 October 2025.


The AC has sent the following Recommended Draft Policy to Last Call for a period of 14 days (will be posted separately for discussion):

*Recommended Draft Policy ARIN-2025-2: Clarify 8.5.1 Registration Services Agreement

Feedback is encouraged during the Last Call period. All comments should be provided to the Public Policy Mailing List. Last Call will expire on 19 November 2024.


The AC has reverted the following Recommended Draft Policy to Draft Policy status (will be posted separately for discussion):

*ARIN-2024-5: Rewrite of NRPM Section 4.4 Micro-Allocation

You are encouraged to discuss all Draft Policies on PPML. The AC will evaluate the discussion to assess the conformance of this draft policy with ARIN's Principles of Internet number resource policy as stated in the Policy Development Process (PDP). Specifically, these principles are:

* Enabling Fair and Impartial Number Resource Administration
* Technically Sound
* Supported by the Community


The AC has Rejected the following Policy Proposal as out of scope:

*ARIN-prop-348: SPARK (Starter Pack for ARIN Resource Kit)

The AC issued the following statement:

"We made a motion and the ARIN Advisory Council voted to reject ARIN-prop-348 due to it being found out of scope of the Policy Development Process. The proposal was found to have some merit and an email will be sent to the author to submit as an ARIN Consultation and Suggestion. This was the recommended course of action to allow ARIN staff to evaluate this suggestion and determine if there are ways to implement this through the suggestion process. The author (Preston Ursini) made a suggestion on the PPML list after some discussion that  “If anyone has anything to add, I’m all ears, but I'm leaning towards withdrawal as to not overburden the AC with unnecessary or redundant work."

Anyone dissatisfied with this decision may initiate a petition. This petition request must occur within seven days after the announcement date of the Advisory Council action. The petition against rejection due to scope deadline for ARIN-prop-348 is 19 November 2025.

*ARIN-2025-1: Clarify ISP and LIR Definitions and References to Address Ambiguity in NRPM Text
*ARIN-2025-3: Change Section 9 Out Of Region Use Minimum Criteria
*ARIN-2025-6: Fix formula in 6.5.2.1c
*ARIN-2025-7: Make policy in 6.5.8.2 match the examples
*ARIN-2025-8: Reserve 4.10 space for In-Region Use
