The draft is not done until the community decides it's a policy or problem
we should not be working on. As it is still draft. Input from everyone is
still encouraged and as long as the community wants to get the best policy
out of this we will continue to work on it. Draft requirements are that a
policy is in scope and that the policy suggestions are trying to solve the
problem proposed. The draft period is when everything else (technically
sound, community support, etc) are worked out. This is the time everyone
should be participating including the authors
