Not accepting this policy will be a discrimination.

The RIRs were created to distribute resources. Never it was a condition that the resources are only for organization. Individuals can have business, or other needs to have resources and avoid renumbering. In addition to that, in the case of IPv6, having your own resources is the only way to properly do multihoming, and clearly the world is moving to IPv6.

ARIN, as all the other RIRs, already allocate resources to individuals. The problem is that in the case of ARIN this is restricted to individuals that “register a business” depending on each region laws. This is easy to handle, as I understood, in US nd even Canada. In fact it has been said that in some US states, you don’t need to do any registration, so you can get the resources from ARIN directly. The problem is that this not necessarily is so straightforward (and even costly) in other countries covered by ARIN, so not doing so create differences among people depending on where they live, and this is not right for a RIR.

The most strict policy text is in LACNIC, but the staff has also confirmed, that despite the policy wording, they are distributing resources to individuals if they have a business, so in that case, this leaves out researchers or other individuals that not having a business have a need for multihoming.
