Hi Martin,

That's not actually true. There are cases in which private networks
require non-overlapping space as well. Consider a private interconnect
between networks, some of which also connect to the Internet and some
of which do not. These are network exchanges, theoretically critical
infrastructure but they are not critical Internet infrastructure.
