Section 8 covers resource transfers, divided into subsections based on the type of transfer. All kinds of resources, including ASNs, are implicitly transferable under section 8.2. ASNs are explicitly transferable under sections 8.3 and 8.4.

The entirety of Section 5 of ARIN’s Number Resource Policy Manual (NRPM) <https://www.arin.net/participate/policy/nrpm/#5-as-numbers> consists of the following policy text -

5. AS Numbers
Any organization may be issued a single Autonomous System Number (ASN) upon request. Organizations that have space issued under Multiple Discrete Networks policy may be issued one ASN per discrete network upon request.

Additional ASN requests should include proof of the requestor’s need for a unique routing policy, or other technical justification for the need for more than one ASN.

I.e., the policy for AS number issuance in the ARIN region is quite straightforward at present.
