[arin-ppml] Clarification regarding Section 5 of NRPM

I am researching the ASN policies of ARIN and was unable to find the contents of Section 5 regarding ASNs.

The specifications regarding assignment, return, and transfer of ASNs within, to and from are of particular interest.

Where can I find these details and why are they not part of the NRPM?
