Yes, but divide that into two questions:

1. Can a justifiable need under current policy for an IPv6 /19 be constructed?

2. Subjectively, as evaluated by the community, does a justifiable
need for a /19 exist?


I'm confident the answer to #1 is yes. I suspect the answer to #2 is
no. #2 can't be directly written as policy, it's subjective, but
policy's job is to produce results which meet #2's expectations.
