Not quite.  The question of whether two versions might move forward arises only after the community meeting and after the AC editing process - ie even with high community support for a proposal, the AC could need (based on feedback) to make a change or merge with another proposal.

The question then was whether the author agreed with those changes, and if not, they could object and continue their original proposal to the next meeting.

All of this was replaced with a streamlined petition process that allows the same thing in cases where there is even nominal community support for that course of action.
