[arin-ppml] Advisory Council Meeting Results - October 2023 - ARIN-2023-7

I support this course of action, but I still believe there is value in adding a definition (as a separate proposal) of ORG-ID.

Suggest:
An ORG-ID is a unique handle pointing to an Organization record in the ARIN database. All resources in the ARIN database are tied to ORG-IDs.
