[arin-ppml] Section 6.1 – Potential Simplification (from the NRPM Working Group)

Christian/Matthew,

I think a little background never hurt anyone. It's also not at the expense
of a significant amount of real estate.

I would, however, remove "*Policies described in this document are intended
to be adopted by each registry. However, adoption of this document does not
preclude local variations in each region or area.*" because it's pretty
much irrelevant by now.
