[arin-ppml] Draft Policy ARIN-2023-6: ARIN Waitlist Qualification

Thus far we have heard one opposition to the policy as written, it was
stated to make clear the specific rules regarding the waitlist,  the
suggestion is to find the specific rules from the various sections and move
them into the Waitlist section and get rid of the rest.

Is there any support for the policy as written?
