[arin-ppml] Section 6.5.9 Community Network Allocations - Community Input for NRPM Working Group

I don’t favor striking the first paragraph. While the topics are out of scope for policy, they provide a good record of the rationale behind this otherwise strange carveout. Losing the rationale would likely eventually lead to losing track of why the policy exists, potentially resulting in loss of the policy.
