[arin-ppml] Sections 6.5.1.a and 6.5.1.b - More section 6 Potential simplifications from the NRPM Working Group

Thank you for the input Martin. Do you feel strongly about changing from LIR to ISP, or would you be okay either way as long as the definition is clear that they are interchangeable? Thank you again for the feedback and discussion points, they are very much appreciated.
