[arin-ppml] Revised - Draft Policy ARIN-2022-13: Clean-up of NRPM Section 2.10

I oppose this definition.

The term end site is utilized in the allocation policy to govern a variety of things related to right sizing allocations.

The proposed new definition would refer to what should be a /64 instead of to the kind of location that should justify a /48 if applying to serve itself internally and/or reassignment of a /48 from an LIR.

This proposal is most certainly NOT editorial in nature and represents a major shift in ARIN policy and not a good one IMHO.
