There’s often quite a bit of work involved in getting a prefix off most blocklists, so the burden will be fall to the lessor to explain why a given recently-polluted prefix should be removed and won’t just be let out to the same (or materially similar) party – i.e. some folks may get away with that once, but it’s very likely to work a second time.
