Setting up a thin VPN in not heavy lifting.
This policy continues to only allow usage on operational networks to
function as justification for purchase.

"The only difference" is doing a LOT of heavy lifting here. 
Number resources are precisely for operating networks. These integers have
no reason to otherwise be tallied.

Registration rights are not investment vehicles.
