Hey John,

I appreciate the detailed insight!

I noticed the mention of the Officer Acknowledgement Letter for the source
organization in NRPM 8.3, however a majority of NRPM 8.3 appears to only
refer to IPv4 number resources from what I can see both on the page you
linked to and within the NRPM itself. Are there any specific restrictions
that pertain to NRPM 8.3 transfers that involve only ASNs, or is it safe to
assume that by IPv4 number resources it means any number resources
distributed by ARIN (including IPv4, IPv6 and ASN)? One thing to note on
this is that it references a minimum block of /24 for transfers and that
the source organization will not be eligible to apply for waitlist space
for a period of 36 months, however I don't necessarily see how that would
apply to only ASNs being transferred under 8.3.
