[arin-ppml] Draft Policy ARIN-2022-4: Clean-up of NRPM Sections 2.1 and 2.2

Since this expands the actual scope of 2.1 and 2.2, it is not editorial IMHO.

It likely applies the intended scope and may even be the currently practiced scope, but does not reflect the previously documented scope.
