[arin-ppml] Revised - ARIN-2021-8: Deprecation of the ‘Autonomous System Originations’ Field

The timetable is odd, but doesn't matter. The expected outcome if the
language were added immediately should be no further inputs allowed.
Deletions only. While that's specific, it should be clear how the unwinding
process will work.
