No such requirement exists except at the time of applying for new space. It does remove the requirement from that circumstance.

The precedent is already set in RIPE. Further, if one wants to do it with space from any region other than AFRINIC, one need only acquire the space through an inter-RIR transfer to RIPE.

I would think so, yes.
After all, every Tom, Mary, Jack, and even Lamech (Noah’s father), with a smart hand set presumably needs an address for that smart handset to do smart handset things.
