If you mean those who can obtain addresses without a massive capital outlay and those issuing the leases, then sure.

If you mean only those issuing the leases, then I think you are missing a constituency here.

In reality, if leasing benefited noone besides the lessors, we wouldn’t have leasing in the first place. Nobody subscribes to a business offering they do not believe is to their benefit.

I don’t honestly have an opinion or care one way or another about the policy, but leasing of addresses with or without connectivity has been normal since the inception of LIRs.
