[arin-ppml] Open Petition for ARIN-2020-2

Thank you for the explanation. One follow-up question I’d ask about this process - if the petition succeeds and the proposal is put before the Board for consideration, is it expected that the Board will consider the policy with, or explicitly without, taking into account the route it took to come before the board? While it’s clear that all Board members would be aware of this, would they be encouraged to keep it in mind, or to explicitly put it aside, as part of each member’s individual decision-making criteria? (and if not, should they be?)

Thanks,

-C

The PDP has always kept low thresholds for petition processes as a petition doesn’t automatically adopt a policy but simply advances it further in the process. At this point, staff are only evaluating the criteria that there be 25 individuals in the time period indicated and that those individuals not be from the same organization to determine if the petition is successful.

The Board instead will need to weigh quite a bit of data against the Principles of Internet Number Resource Policy stated in the PDP and this includes community support. The Board will ultimately come to its own view as to whether the policy change meets the criteria, as a successful petition simply brings it before them for consideration.

The community (including the AC) should feel free to, and are fact highly encouraged to, engage in meaningful discussion of the merits of the policy. If members of the community have questions for other community members they are free to ask those. The only reminder is any such discussion MUST follow the ARIN Mailing List Appropriate Usage Policy.

If anyone is given consideration, what is to stop people from lobbying individuals and other organizations to send an email to support their agenda? For example, I could very easily find 500 people to respond to this email saying they do not support the policy. If I were a malicious actor trying to influence policy discussion and were to offer some sort of incentive for those to reply I could easily have thousands of organizations supporting this policy one way or another.
