ISPs are an example of LIR. Where they exist, NIRs are not. An NIR is not an LIR. NIRs issue address space to LIRs and end users, just as RIRs do.
In some cases national law requires use of the NIR within the country. NIRs are, by definition scoped to countries.

There are no NIRs in the ARIN region, so I’m not sure the the NIR discussion needs to be part of the NRPM.
As to the choice to use LIR, I support substituting LIR in place of ISP in the proposal.
I will note that there is a section 2.4 definition of an LIR in the NRPM.
There is no such definition of ISP, though 2.4 does mention that LIRs are generally ISPs.
Within IPv6, section 6.5.1 mentions that the terms ISP and LIR are used interchangeably within the document and that use fo either term shall be construed to include both meanings.
As such, I think this provides further support to normalize on the term LIR.
