[arin-ppml] Revised - Draft Policy ARIN-2020-11: Add Textual Description for the Number Resource Hierarchy Image in Section 2

Generally support this. I have a little nit-picking that people might want to
consider, though.
1) Inapplicable to ARIN, but some RIRs have an intermediate level between them
and the actual ISPs and end users: NIRs (National Internet Registries.)
2) The generic term for organizations below the level of RIRs (including NIRs
and ISPs) appears to be LIR (Local Internet Registry.) Should we use that term,
or would that be more confusing than edifying?

It could be my terminology, which I got from Wikipedia
(https://en.wikipedia.org/wiki/Regional_Internet_registry and
https://en.wikipedia.org/wiki/National_Internet_registry), is incorrect or
obsolete. If so, I would be happy to keep the current wording and support this
proposal.
