The data comes from tallying the comments in support on this list, and the
vote counts at the public policy meeting. At the meeting last week, 42
people voted in favour and 14 voted against.
With respect to your comment about the policy being spawned from *"vague
data on attendees of ARIN 44:" *All ARIN policies are the product of a
community member submitting a policy proposal. Representatives of an ISP
that was removed from the waitlist submitted this policy proposal after
attending ARIN 44 and discussing their issue with other community members.
The Advisory Council (who are also elected members of the community) then
steward that proposal through the policy development process. This policy
has since received the support of other members of the internet numbers
policy community.
With respect to the comment that, *"It's concerning that ARIN does not
acknowledge the long term harm on the broader community and chooses to
focus on the short term remedy for legacy ISPs." *ARIN, the organization
does what the community tells them to do. Your comment ought to be directed
at the community supporting this proposal, not at ARIN the organization. I
am also not sure what you mean by "legacy ISPs." Can you please elaborate?
As others have noted, this is a public list, and a public process. All
interested parties are welcome to participate. We've taken into
consideration that the directly affected parties are particularly
supportive. There is also additional support from parties who are not
affected by this policy - which is to say, they were not on the waiting
list - but are still expressing support for the spirit of the proposal.
