[arin-ppml] Inter-RIR transfer Policy reciprocity with Afrinic_Resource Transfer Policy proposal

I will point out that the policy is fundamentally incompatible with ARIN’s transfer policy in that it requires ARIN membership to participate in the process.

In the ARIN region, there are many non-member resource holders and non-members are eligible to receive transferred resources from other RIRs.

I believe that this is an unintended consequence of an unfortunate language choice in the proposal and I hope the authors will rectify it.

This is strictly my own personal opinion and not representative in any way of ARIN or the ARIN AC. I honestly do not know whether either of those bodies would agree with my interpretation or not.
