[arin-ppml] Inter-RIR transfer Policy reciprocity with Afrinic_Resource Transfer Policy proposal

Hello Anthony and all

To be very practical it doesn't matter much how this community interprets
Afrinic's proposal at this stage.

If ARIN staff interprets in a different way that's what matters really, and
that interpretation has been provided to Afrinic staff already.
Even though it was v2, v3 or v4 it is still ARIN staff's interpretation
what will be done in practice not what this community understands.

It would maybe be benefitial such discussion at a earlier stage as a
feedback to the authors improve de text of the proposal, but right now
there is nothing else that can be changed in the context of Afrinic.
