[arin-ppml] Inter-RIR transfer Policy compatibility with Afrinic_Resource Transfer Policy proposal

It doesn’t have to be hidden, but it does need to follow a formal process. Once it is assembled by staff, I see no reason they could not simultaneously communicate it to the other RIR and to PPML.
However, it does need to be a staff-to-staff request and response to satisfy the necessary formalities to ensure the accuracy and correctness of the communications and to avoid the potential for chaos that could ensue from permitting ad-hoc requests from random community members in RIR-A from making requests directly to staff at RIR-B.
