[arin-ppml] Board Adopts New Policy

On 5 March 2020, the Board of Trustees adopted the following via 
unanimous written consent:

* ARIN-2018-6: Clarify Reassignment Requirements in 4.2.3.7.1

This policy will be implemented by 5 June 2020, in accordance with its 
Staff and Legal Review, which rated its resource impact as minimal.
