I would rather eliminate the waiting list, and place this space into the
4.10 pool, as at least that space requires a commitment to IPv6.

+1  Any pool of "free" addresses in an era of priced addresses will be a continuing magnet for abuse and corruption. 4.10 is still a free pool, but with restrictions that make fraud less likely.  At this point we're asking staff to tread a fine line in distinguishing normal business activity from fraud.
