[arin-ppml] Draft Policy ARIN-2020-2: Grandfathering of Organizations Removed from Waitlist by Implementation of ARIN-2019-16

I would like to voice my support for Spectrum and others draft policy for the IPv4 waitlist. IP space should still be available to providers that were on the waitlist and need the IP space for no or minimal costs. There are many brokers and other nefarious actors abusing the system but that doesn't mean the system needs to be abolished in order to deter these actors. All the providers to demonstrate their legitimate need for the IP space.
