[arin-ppml] Draft Policy ARIN-2020-8: Clarify and Update 4.2.1.2 Annual Renewal Fee

I believe Section 4.2.1.2 should be completely removed.

The issues of Annual Renewal is not exclusive to IPv4 or to ISPs, for that
matter, and therefore belongs somewhere else, maybe someplace in Sections 1
or 2.  I also note that the term RSA is used in several locations and is
not defined.  Therefore I suggest we add a new definition to Section 2, as
follows;

2.X Registration Services Agreement (RSA)

All resources allocated by ARIN through the included policies are subject
to a Registration Services Agreement (RSA) between ARIN and the resource
holder. This agreement includes the ability and the terms under
which resources are revoked, including the lack of payment of annual fees.


This definition clarifies the relationship between ARIN's Policies and the
RSA agreement, additionally calling out the existence of fees and that
resources are revoked through the terms of the RSA.
