[arin-ppml] Draft Policy ARIN-2020-8: Clarify and Update 4.2.1.2 Annual Renewal Fee

I agree fees are more a RSA and member related thing than policy 
related, however for most it may be mentioned in either RSA, web 
documentation, etc, it must still be said be *well clear in the 
policies* that lack of payment is a potential reason for space 
revocation, which is what is been suggested to be removed from the 
current text.

I don't see a potential problem in keeping that part of the text where 
it is. What problem is this causing or may cause in the future ?

Unless this text removal can be better justified I can not still support 
this proposal.
