"via transfer solely primarily for the purpose of ..."

Is it "solely" or "primarily"?  I don't see how it can be both unless 
I'm completely mis-parsing this sentence.  If that's the case, it should 
be rewritten for clarity.

I would consider a non-connected network as an operational network, as 
long there are hosts using and communicating (sending an receiving IP 
packets) using the number resources in question.

I think I prefer Scott's wording, which accomplishes that purpose much 
more simply and less ambiguously.
