[arin-ppml] Draft Policy ARIN-2019-19: Require IPv6 Before Receiving Section 8 IPv4 Transfers

I strongly approve of this policy.

I further believe quite firmly that this policy will not be without some legal risk, based on statements made by others in this mailing list.  

However, I believe this is one time where ARIN should happily spend the resources (yes, I understand those come from my various fees) to defend against any lawsuits, rather than avoiding them, in order to further cement the principle that no-one has a inalienable right to *any* IP address, whether v4 or v6.  That principle's soundness and defensibility goes to the very core of ARIN's entire mission, nay, its entire existence.

As to the undue burden argument: I got my first IPv6 netblock up and running using HE's tunnel broker service and BGP4+ on an isolated test VM, all in about half a day.  If one test VM, one free tunnel, and about 4 hours of time constitute an "undue" burden... especially when there's no requirement to leave it up and running.

The requirement introduced by the proposed policy amounts to, IMHO, a one-time competency test, which sounds reasonable to me.
