Pretty much. A simple, low-bandwidth VPN connection satisfies the condition
as far as I know.
Or sometimes a port on the lessor's network is included with the lease.

So, are you saying that the reference to "legitimizing" that I was
responding to only referred to leases of IP addresses where such leases were
not obtained in conjunction with "connectivity"?
