My view is slightly more nuanced than yes/no. It depends on the impact of changing the goal posts on space that has already been allocated/assigned.
I support the policy as discussed but I have concern that it will get wrapped up over this issue.

As the draft is written, I would assume it applies to all blocks issued under 4.1.8.2 because the draft policy doesn't state otherwise. We certainly could craft the policy to only apply going forward or it could also be applicable to all wait-list blocks.
If members of the community have a preference for how this aspect should be handled that would be a good thing to comment on for this draft.

IP allocations issued through 4.1.8.2 are non-transferable via section

assignment must be utilized for the same purpose or needs justified used
for the original 4.1.8 application.
Too weak.
"Organizations holding number resources issued through 4.1.8.2 shall be eligible to transfer IPv4 addresses to another organization only as allowed by section 8.2."
