[arin-ppml] the bad 240/4 idea, was Solving the squatting problem

i have this recurrent thought that one of those /8's  (240.0.0.0/8 if
memory serves) was in use as the registry for well known multicast
assignments.  And thats not the most difficult problem to overcome (that
registry was managed by IANA once, maybe the IEtF these days).
